Change the billing plan of a subaccount

To be used by Agency admins only. Changes the billing plan of subaccount.

• agency_id: the agency ID under which the subaccount is created
• subaccount_user_id: the user ID for which the billing refresh has to be performed
• new_billing_plan_id: billing_plan_id for the new plan
